Basic economy bag rules by airline
On Frontier, Allegiant, Sun Country, Breeze, Avelo, Ryanair, easyJet and Wizz Air the cheapest fare includes only a small under-seat bag: the overhead carry-on is extra. On United, Air Canada and WestJet the basic fare leaves out the carry-on on some routes. American, Delta, JetBlue, British Airways, AirAsia, Malaysia Airlines, Batik Air, Singapore Airlines, Scoot, Cathay Pacific, Jetstar and Virgin Australia keep the cabin bag on their cheapest fare; the difference is in checked bags. Southwest, Alaska, Hawaiian, Jet2 and Qantas have no cheaper fare with fewer bags.
